US v. White Eagle, No. 11-30352 (McKeown with Ripple [7th Cir] and Nguyen).

Fraud took place on an Indian reservation, with the superintendent of the BIA on a tribal reservation turning a blind eye and covering improprieties with loan applications. The 9th affirms the bribery and imprison convictions, as the defendant as a public official got a benefit from her actions, and tried to cover up her trail. However, the conspiracy,theft, concealment, and public acts affecting a personal fiscal interest all were reversed. These acts simply did not fit the acts, or time frame, when she acted on improper loans.
